Resolved Question: Can anyone help w/ my questions for Laredo, Tx and Nuevo Laredo, Mexico?

I am going on vacation with my family (boyfriend, 2 years old son, sister) to a couple of towns in Texas and to Monterrey, Mexico. I am leaving our car in a storage area in Laredo Tx and then I plan to walk across the border. I need to walk to a bulding (not sure the name) to get permission for my family to stay in Mexico for a week. What is this building called? How far of a walking distance is it, from Laredo, Tx?
